Sterilization can be recommended for women who, for health reasons, cannot give birth to a healthy child, or if its failure threatens the patient's health, the well-known Russian sexologist Yevgeny Kulgavchuk told the VZGLYAD newspaper. He stressed that this procedure can be carried out exclusively on a voluntary basis.
In Yekaterinburg, a woman complained on social networks that there were forced cases of sterilization in the “Uktussky boarding house”, where she lives, since children cannot be kept in the institution. The Commissioner for Human Rights of the Sverdlovsk Region and law enforcement agencies began checking this information.
“From a medical point of view, sterilization is a one-time and irreversible deprivation of the body's ability to reproduce. Medical indications for sterilization are reflected in the order of the Ministry of Health and Social Development of the Russian Federation 121n of 2009-18-03. The grounds are dictated by humanistic attitudes. That is, failure to sterilize can be harmful to health. These health conditions include diseases that exclude the possibility of conceiving a healthy child,”says Kulgavchuk.
If a person is recognized as incompetent, the doctor continues, then his sterilization is allowed at the request of his guardian, and only if the person has reached the age of majority. The approval procedure is carried out exclusively in the order of a court session with the presence of the most incapacitated person.
“Forced sterilization of a capable person is illegal and can be interpreted as causing serious harm to health. It is possible to check the need for sterilization after the operation, on the basis of medical documentation and confirmed diagnoses,”Kulgavchuk added.
The head of the department of demographic development and social services of the Ministry of Social Policy of the region, Ilya Illarionov, said that the woman was sterilized for medical reasons.
