The UN Commission on Narcotic Drugs (CND) considered the recommendations of experts from the Committee on Drug Addiction, WHO itself does not study their recommendations, said Mikhail Ulyanov, Russia's Permanent Representative to international organizations in Vienna.

“I always emphasize not to confuse the World Health Organization and these experts from the committee on drug addiction. They act there in a personal capacity, their recommendations are not considered by WHO, not studied, not approved, but simply, like a postman, they send them to the UN Secretary General, who sends them to the Commission on Narcotic Drugs in Vienna. So these are not WHO recommendations, but recommendations of specific WHO experts, "RIA Novosti quotes Ulyanov.

The Permanent Representative explained that with the adoption of one of the six recommendations, which led to the exclusion of marijuana from Schedule IV of the Single Convention on Narcotic Drugs of 1961, in practical terms, nothing has changed: cannabis remains on the Schedule I dangerous substances along with heroin, cocaine, at the national level control measures should remain the same. Removing marijuana from Schedule IV should facilitate its medical use, but "it has never been banned - it has been and is being done," Ulyanov said.

On Wednesday, it was reported that the UN Commission on Narcotic Substances, on the recommendation of WHO, excluded cannabis (marijuana) from the list of dangerous drugs that cause strong addiction. At the same time, Russia opposed it.
