They want to prohibit the use of chemical anti-icing agents everywhere except highways, and oblige companies and citizens to take measures to prevent environmental pollution by such chemicals. The corresponding bill will be considered by the State Duma Committee on Ecology and Environmental Protection at a meeting on November 11, and it will be decided whether to recommend the Duma to adopt it in the first reading.
The author of the document was the deputy from the Communist Party of the Russian Federation Oleg Lebedev. He proposes to supplement the law "On Environmental Protection" with a new article. According to it, you cannot use chemicals as anti-icing materials outside the carriageway of highways. These are compounds such as chlorides, acetates, carbamides, nitrates, natural brines, which lower the freezing point of water and accelerate the melting of snow and ice.
“Chemical substances included in these groups, if they enter the natural environment, have a dramatically negative impact on the components of the natural environment (soil, plants, living organisms, etc.),” the author of the initiative points out.
In addition, companies and citizens, according to the text, will have to comply with the requirements in the field of environmental protection, rules for the production, storage, transportation and use of chemicals as anti-icing materials. They are also obliged to take measures to prevent pollution of the environment with such chemicals.
