The deputies propose to give the right to "use surrogacy technologies" only to Russian citizens (or those who have a residence permit) no older than 55 years old who are married. Vice-President of the Russian Association of Reproduction Margarita Anshina on the air of the radio station "Moscow speaking" criticized the initiative. According to her, such an innovation will lead to regression. “The ban and refusal to provide assisted reproductive technologies to single people, women and men, is indeed a throwback for centuries. The overwhelming majority of those seeking surrogacy are ordinary couples. Rarely, but single women address. Foreigners rarely apply. I would say this: 95% of couples who come to us are ordinary married couples who have no problems either with orientation or with the law. These are people who do not have the ability to endure pregnancy due to health reasons. By the way, the draft states that the council must make a decision whether this woman, who came for surrogacy, has testimony. Why consultation? If a woman does not have a uterus, is a consultation of doctors needed to determine the indications for surrogacy? Or if a woman has congenital uterine malformations? Or does she have cancer? There are a lot of them. " She clarified that in Russia surrogacy has never been paid for under compulsory medical insurance. According to Anshina, infertility is recognized as a disease in the world. “Each word of this project gives rise to amazement not just by the lack of logic, but by the logic of the century before last, the Middle Ages. This bill begins with the fact that infertility is not a disease. Thus, fertility specialists and people who are involved in the treatment of infertility are not engaged in treatment, but in overcoming or replacing infertility. It seems that this is an innocent thing, terminology: not a disease, but overcoming infertility. I'm talking about ART, about assisted reproductive technologies. And what is really behind this? This means that since this is not a disease, its treatment should not be financed by the state under quotas, under compulsory medical insurance. This means that people will lose the opportunity to receive treatment for free. People who cannot afford to do expensive programs will be deprived of the opportunity [to have children - approx. GM] ". According to the authors of the bill, the document on limiting surrogacy will make it possible to more effectively regulate and take control of this surrogacy market, exclude “intermediary offices” that are aimed at “selling Russian children and exporting them abroad,” RIA Novosti writes.
